摘　　要：本文通过对现代化国家的发展经验和政治理论的回顾,探索中国建立现代化治理体系的理论范式、实践基础和实施途径。提出:现代化治理体系的建立是顶层设计与实践经验的综合体,不是循序渐进的自然演化的结果,而是一个人为设计、需要不断完善的、大规模的人类协调的复杂系统;正确的思维范式导向、理论基础和良好的策略设计,是现代化治理体系建设的前提;同时,对现代治理体系的本质、形式、目标和策略几个方面进行了讨论。The paper reviews the theories and developmental trajectory of modern western states and discusses their relevance to China's effort in building a modern public governance system. The author argues that the modern governance system is the product of design on the basis of empirical experience rather than a product of natural evolution. It is a large complex system full of energy and dynamics. The adequate paradigms,theories,and careful designs are the assurance for the development of a robust governance system. The authors also discuss the nature,format,and purpose of a modern governance system and the strategies for its formulation and development.
