企业安全生产事故风险预警研究综述

摘　　要：安全是企业发展的重要保证,近年来安全生产事故的频发使企业意识到安全生产的重要性,对事故的防控更要由事后处罚向事前预防转变。以风险辨识、风险评价和风险预警过程为主线,对企业安全生产事故风险预警的理论和方法进行了综述,包括事故致因理论、重大危险源辨识理论、风险评价方法、风险预警方法及预警阈值的确定方法等。阐述了企业安全生产事故风险预警理论和方法的国内外研究现状。对安全生产的法律保障进行了归纳,并结合现有研究存在的问题,提出了重点研究方向。This paper intends to make a general review over the cur rent situation and achievements of the earlywarning system for safety production control, which has been widely used and attracted close attention from the various social and economic circles, such as from the environment protection, social and economic construction areas. As is well known, with the fast goingon of the scientific research and social and administrative institutions, it is of primary importance to understand not only the safety of the enterprises, but also of the great need in the research and application of the earlywarning system for safety accident control in the enterprise production. As a result, a lot of experts have been working on the topic. Based on the literatures published in Wanfang Database and China National Knowledge Infras trncture （CNKI）, we have been trying to make a brief summary over the current research advances in the theories and methods in this way. First of all, We have made a brief introduction to the workingprinciple of the earlywarning system, including the risk identifica tion, the risk assessment and earlywarning mechanism in the paper. And, then, our study went on the related theories and methods that are used in the system respectively. In the section of risk identifica tion, we have illustrated the accidentinvolving and causing theories and those with the major hazard installations identification. What is more, mention has also been made on the related methods, such as the risk assessment methods, the methods for earlywarning control and those for determining earlywarning thresholds, in addition to the analysis and comparison of the various methods. Secondly, our stud ies went on with the laws and regulations to be observed by the enter prises and working individuals in the course of operation in hoping to stress the objective nature of the laws and regulations to be strictly observed.
