社会资本范式下村民自治与城镇化农村社会治安管理

摘　　要：城镇化对农村社会治安既有正面效应,也有负面影响。但城镇化带来的社会公共安全需求与基层派出所警力不足的矛盾更加突显。要构建良好的社会治安环境,创新农村社会治安管理模式是关键。而管理创新离不开村民自我管理和主动参与意识的培养。通过社会资本范式分析农民自治意识,对创新农村社会治安管理提供了一种有益的视角。The urbanization has positive effects and negative impacts on the social public security in rural areas. But the contradictions between the needs of the social public security and the insufficient of police powers are highlighted after urbanization. It is important to build up a good public security environment and create the special social public security management mode in rural areas. The management innovation cannot be done without the villagers＇ self-management and their active participation. This paper provides a useful perspective to create a new public security management mode in rural areas through analysis of the farmers＇ autonomy consciousness under the paradigm of social capital.
