摘　　要：步入新世纪,俄罗斯确立了高等教育创新发展的战略性目标,制定了完善高等教育管理体制、提高管理的绩效性、优化高等教育结构、加快产业发展协同创新等实施策略并取得了显著成效,这对当前我国高校的创新发展有一定的启示和借鉴意义。Coming into the new century,Russia established the strategy objectives of Innovative Development in higher education area,with the measures such as developing a comprehensive management system of higher education,im-proving the performance management,optimizing the structure of higher education,improving the development of indus-try. It has achieved remarkable success,which can have some inspirations and references for the innovation development of Chinese universities to some extent.
