“大众型精英教育”模式及其制度建构

摘　　要：现行"精英型大众教育"存在的问题主要是缺少分化、分类的排他性制度安排以及过度的竞争性,从而造成了对高等教育资源的过度使用、过度开发和巨大浪费。因此,本文主张建构"大众型精英教育"模式,其核心特点在于通过分类、分级、分层的排他性制度安排,整合并分化高等教育领域聚集的杂乱的教育需求,通过在"投融资—招生—教学—奖助—学位—就业—评估"之间建立相对紧密性的联系,减少学生在专业学习、专业发展和专业创新上的选择性盲区。The current problem of ＂Popularized Elite Education＂ is mainly that it lacks differentiation and classification on exclusive system management and competes excessively, which accordingly causes overuse, overdevelopment and immense waste on higher education resources. Therefore, the paper holds that ＂Popularized Elite Education＂ model should be constructed. Its core feature is to integrate and differentiate the disorder education demands concentrated at higher education field according to classification, grading and hierarchy on exclusive system management, moreover, to reduce students＇ selective blind zone on professional study, development and innovation by establishing relative close relation among investment and financing, enrollment, education, grants, degree, employment and assessment.
