摘　　要：公共危机管理的目的在于为受到危机影响的人们提供安全与保障的网络,具有社会"安全阀"和"减震器"的作用,这与社会保障制度的作用如出一辙。如果把公共危机管理看作是社会保障制度中的一个项目,那么,这个项目"碎片化"的特点又与其它项目高度一致,即城市和农村的公共危机管理水平存在极大的差距,相关研究呈现"重城市、轻农村"的非均衡态势。但是,农村又恰恰是公共危机的多发地区,有必要将研究视角从城市转向农村。针对后税改时代国家意志在农村断裂严重的现实,非政府组织在农村公共危机管理中的作用不言而喻。探讨非政府组织在农村公共危机管理中的参与路径,以期弥补现有研究的不足,并为农村公共管理者提供一个新的管理视角。Public Emergency Management aims to provide people who is affected by an emergency with a network of safety and security,which acts as a social safety valve and a shock absorber.This function is exactly the same as that of the social security system.If we regard the public emergency management as one project of the social security system,its characteristic of fragmentation is highly consistent with other projects：there is a big gap in the public emergency management level between the urban and rural areas,and relevant researches also presented an imbalance situation.The countryside is precisely the public emergency-prone region.Thus this article turns the research perspectives from cities to rural areas.Considering the reality that the state will seriously fracture in the rural area after the tax reform,the NGOs＇ effect in public emergency management is self-evident.This paper discusses the NGOs＇ participation path in rural public emergency management to make up for the deficiency of the existing research and to provide rural public managers with a new management perspective.
