摘　　要：国际社会由工业化转向知识信息时代,科技企业及其创新研发活动大量涌现,资源稀缺逐渐成为社会发展的主要矛盾。项目管理适用于科技创新活动,要求在既定的资源约束下实现管理绩效和收益最大化,项目导向更加注重整体系统的资源节约与绩效实现。基于项目导向型组织理论,针对传统科技企业的组织模式与项目活动之间的矛盾分析项目导向型科技企业的组织模式,并基于合作治理的视角探讨项目导向型科技企业的运行机制。Technology enterprises and other unconventional innovative activities occur quite a lot in the context of the inter-national community transforming from the industrialized era to the era of knowledge and information. The scarcity of re-sources has gradually become the principal contradiction of human and social development. Project management applies totechnological innovation activities, which requires the resource constraints under the condition of performance and profitmaximization, while project - oriented pays more attention to the overall systematic resource saving and performance. Thispaper will analyze the project - oriented technology enterprise and its organizational model according to prominent contradic-tions between traditional enterprise management model and project activities based on the theory of project oriented organiza-tion, and explore the project - oriented technology enterprise operation mechanism from the perspective of cooperative gov-ernance.
