摘　　要：专业技术人才整体性开发是对各类专业技术人才资源进行的系统的、多层次的开发体系和过程。山东省在专业技术人才资源整体性开发内容上,虽然取得一定成就,但同时其数量上、素质上、结构上和效能发挥上仍存在不足。因此应该从专业技术人才预测与规划、培养与使用、配置与管理等整体性开发环节上采取措施,加强山东省专业技术人才队伍建设。Integrity development of professional talent is the systematic and multi-level system and process.For the integrity development content of professional talent in Shandong Province,it has made some achievements,but there are several insufficient aspects on the quantity,quality,structure and efficiency.So we should take actions on development link of forecasting and planning,training and use,allocation and management of professional talent,in order to strengthen the construction of professional talent in Shandong province.
