战略管理能力:大学扩大与履行办学自主权的基础——兼论大学战略管理能力的提升路径

摘　　要：扩大与落实大学办学自主权必须以大学能够有效保障国计民生的核心利益为前提,必须以大学能够有效履行办学自主权为基础。扩大与落实大学办学自主权从来都不是一个简单的政府放权问题,而是以大学战略管理能力不断提升为前提的政府放权与大学有效履行权力之间双向互动、互促共进的动态过程。没有大学战略管理能力的提升,政府简单放权会造成新的"一放就乱、一收就死"的问题。借鉴美国的成功经验,结合我国的实际情况,加强大学战略管理能力建设,应做好完善大学内外部治理结构、重视大学校长选拔和加强院校研究等工作。It must be able to effectively protect the core interests of the national economy as a precondition for university to expand and implement school autonomy ,based on effectively fulfilling school-running autonomy. It is never a simple government decentralization problem to expand and implement the university autonomy. But it is a dynamic process between the government’s decentralization and university’s effective implementation which are twoway interaction and mutual promotion ,based on constantly enhancing the ability of university strategic management. Without the ability to enhance the strategic management of university and the government decentralization,it will create new “devolution of autonomy,university is random;control it,university will rigid”. Learning from the successful experience of the United States ,combined with the actual situation in our country,improving the capability of strategic management of university,there are some tasks should be finished well,including improving the internal and external governance structure in a university,attaching importance to the university president selection and strengthen the institution research.
