摘 要:合理配置教师资源能有效地促进义务教育均衡发展。从促进城乡义务教育均衡发展的过程来看,一个区域的师资配置大致要经历数量满足、质量提升、个性化配置为主导任务的三个师资配置目标。由于区域师资配置的不均衡性,我国师资配置往往需要同时面对三种配置目标,这为师资配置政策设计和实践改进带来了特定的挑战,国家和地方的师资配置需要根据其面临的师资配置目标交叠的现实进行政策设计,学校需要在宏观政策设计框架下进行具有自己特色定位的师资配置实践努力。Rational allocation of teacher can effectively promote the balanced development of compulsory education. From the perspective of the process of the balanced development of the compulsory education ,there are three objectives of the allocation of teachers in a region ,with the enough number and the quality improvement of target and personalized configure target as their main tasks respectively. The allocation of teachers in different regions in China have to go through these three allocation targets at the same time due to the unbalanced character of the regional allocation of teachers ,which brings challenges to the teachers ’ allocation policies design and the improvement in practice . National and regional teachers ’ allocation policies need to be designed according to the situation mentioned above and schools need to make full effort in teachers ’ allocation practice with their own characteristics in the framework of macroeconomic policy design.
