摘 要:推行清单计价打破了定额计价下工程报价系统内的平衡.为了评价清单计价新模式下工程报价系统的建设水平,利用物理学中"耦合"概念探讨了清单计价依据下的工程报价系统中各子系统的作用关系和协同效应,提出了自由能是工程报价系统耦合的内在动力,且自由能受催化、位差、稳定和管理4种潜势影响.同时,构建了清单计价下的工程报价系统以及报价系统耦合度评价指标体系和评价模型,再结合实例对工程报价的耦合度评价进行实证研究,并从4种潜势上提出提升工程报价系统耦合度水平的相关措施和建议.The implementation of the method of bill of quantities broke the equilibrium of an engineering quotation system under the quota valuation project quotation.In order to evaluate the level of the list price bidding system under the new price mode,the relationship between subsystem and synergistic effect in a project quotation system based on bill of quantities valuation was discussed by utilizing the coupling concept in physics.It claimed that free energy was the inner motivation power of system coupling and the free energy derived from catalyst potential,potential difference,stationary potential and management potential.The project quotation system based on the bill of quantities valuation,the coupling evaluation index system of quotation system and the coupling evaluation model based on coupling force contribution level were developed.The model was studied by combining the analysis of case and found problem,and the countermeasure of promote the coupling level of quotation valuation based on the four potential is proposed.
