How to Improve China's Food Safety Regulation in Its Manufacturing and Processing Section:A Policy Introspection Based on the Case of Shanghai OSI Incident

摘  要:上海福喜事件暴露出我国食品生产加工安全监管中存在着动态检验检查落实不到位、静态评级制度不合理和过期食品处理制度不完善等问题。为强化食品安全监管能力,实现食品安全的目标,应建立飞行检查制度,并且充实检验检测技术力量,制定科学合理的检查内容;在静态评级的基础上引入动态反馈机制及其相关配套奖惩和监督机制;从立法和提高违法成本两个方面建设过期食品处理制度,从制度和机制上避免食品生产加工企业使用过期食品以次充好。Shanghai OSI Incident has revealed some problems on manufacturing and processing section of food safety regulation in China, such as unfulfillment of testing and inspection, illogicality of grading system and imperfect institution of expired food processing. In order to strength food safety regulatory capacity and achieve food safety aim, we should set up institution of unannounced inspection first, enrich the technology force and make scientific inspecting content meanwhile. Secondly, we ought to make feedback system and other supporting mechanism involve in grading system. Lastly, we need build up effective institution of expired food processing in two aspects, which are legislation and illegal cost increase. They will avoid expired food getting involved in food production again.
