摘  要:目的:了解广西贫困县妇幼保健院卫生人力资源现状,并评价其配置公平性,以便更好地满足贫困地区农民的就医需求。方法:选取2012年广西壮族自治区39个贫困县的妇幼保健院作为调查对象,采用描述性统计方法分析各妇幼保健院卫生人力资源的数量、质量、结构和分布等情况。运用洛伦兹曲线和基尼系数评价贫困县从事妇幼保健工作的各类卫生技术人员分布的公平性。结果:广西贫困县医生、护理人员和医技人员等数量均低于广西指标,人员学历以大专为主(45.40%),职称以初级职称为主(54.20%)。护理人员占被调查卫生技术人员总数的43.89%,医护比例为1∶1.22。医生、护理人员和医技人员按人口分布基尼系数依次为0.27、0.3和0.27,而按面积分布基尼系数依次为0.25、0.35和0.37。结论:广西贫困县妇幼保健院人员数量相对不足,专业结构不合理,卫生技术人员中医生分布公平性表现最好,护理和医技人员的分布公平性欠佳。Objective: To understand the current situation of health human resource in Maternal and Child Health Care Hospitals of poor counties in Guangxi,evaluate the equity of allocation,better meet the medical requirements of peasants in poor areas. Methods: Maternal and Child Health Care Hospitals from 39 poor counties in Guangxi in 2012 were selected as respondents,descriptive statistics analysis method was used to analyze the quantity,quality,structure and distribution of health human resource in Maternal and Child Health Care Hospitals. Lorenz curve and Gini coefficient were used to evaluate the distribution equity of health technical personnel at all levels in Maternal and Child Health Care Hospitals of poor counties in Guangxi. Results: The quantities of doctors,nurses and technicians in Maternal and Child Health Care Hospitals of poor counties in Guangxi were lower than the average values in Guangxi,most of the medical workers were found with junior college education background( 45. 40%) and primary title( 54. 20%). The proportion of nurses was 43. 89%,the ratio of doctors and nurses was 1∶ 1. 22. The Gini coefficients of doctors,nurses and technicians according to population distribution were 0. 27,0. 3 and 0. 27,respectively; while the Gini coefficients of doctors,nurses and technicians according to area were 0. 25,0. 35 and 0. 37,respectively. Conclusion: The quantity of medical staff in Maternal and Child Health Care Hospitals of poor counties in Guangxi is insufficient,the professional structure is unreasonable; the distribution equity of doctors is the best,while the distribution equities of nurses and technicians are poor.
