摘  要:改革开放以来,在我国社会经济大发展的同时,城乡居民的休闲体育文化消费需求总量增长迅速,但由于社会多方面因素的影响,目前个人的人均休闲体育文化消费需求也受到了一定的抑制,增长幅度呈下降的态势,需求景气指数不容乐观,体育文化的"软"实力并没有完全体现出它应有的价值。尽管这几年中央政府对改善民生效应问题,提出了一系列方针政策,但"十二五"时期对拉动内需,扩大城乡居民的休闲体育文化消费需求仍有一定的压力。因此,健全公共体育服务供给制度,制定其生产核算方式和投入方式,完善社会保障制度建设,把工作的着力点放在西部地区和广大农村,是我们坚持"科学发展观"精神,深入贯彻"以人为本"和谐社会发展,促进社会民生效应提高的关键所在。Through literature study,mathematical statistics and logic analysis,consumption needs of leisure sports in the past thirteen years were analyzed.The future trend was predicted.It was shown that the total demands had greatly increased since the implementation of the Reform and Opening Policy of the national economy.However,due to social reasons,the average payout per capita for individuals was not high.The increase rate of the demand had declined each year.The demand index was not optimistic.The value of sports culturesoft power was not recognized.Even though the Chinese government had issued a series of policies to improve the people's livelihood,it was difficult to promote the consumption during the execution of the12 th Five-Year Plan.Therefore,the key was to center around the building of a harmonious society with scientific outlook,to ensure public sports service supply,to ensure reasonable investment and production,to optimize the social security system,to focus on the development of the western regions and the rural areas nationwide.
