加强草原生态执法工作的若干思考

摘　　要：从立法与制度层面、社会环境层面和执法队伍建设层面分析当前草原生态执法存在的问题。提出实体法框架体系的构建、程序法的统一与衔接、政绩考核导向的调整、普法宣传导向的调整、草原执法人员权利与义务的均衡等解决策略。The existing problems are analyzed in ecological enforcement law of the grasslands from the legislative and institutional level, social circumstances level and construction of law en-forcement team level. Some strategies of solving questions are presented, which involve con-struction of substantive law framework, unity and cohesion of procedural law, adjustment about the government achievement evaluating, adjustment about appraising system and propaganda in law and balance distributing of rights and interests of the law enforcement officers of the grass-lands.
