基于利益相关者理论的参保人员异地就医管理分析

摘　　要：在经济快速发展、人员流动不断增强的社会背景下,参保人员异地就医已成为一个热点民生问题。通过分析异地就医管理过程中医疗保险经办机构、异地就医参保人员、政府、医疗机构4大利益相关者的角色定位,认为医疗保险经办机构应更新管理服务理念,异地就医参保人员要规范就医行为,政府部门要着力研究如何加快医疗保险统筹层次的步伐,医疗机构要提高医疗服务水平。In the background of the economy rapidly deueloping and people mobility enhancing, the ecdemic medical care of the insured people has become a hot spot of the people＇s livelihood. In this article, the four stakeholders＇role orientation in the management of the eedemic medical care has been analyzed through the stakeholder theory. Meanwhile, it introduces the corresponding improvement measures as folows; the medical insurance agency should update the service concept ; ecdemic insured people should regulate the medical care seeking behavior; the gov- ernment department should focus on how to accelerate the improvement of the medical insurance level.
