论农村宅基地自由流转的必要性和可行性

摘　　要：近年来,随着改革开放的日益深入,更多的农民走向城镇,农民的就业选择呈现多样化趋势,收入来源呈现多元化趋势。限制宅基地流转造成了土地资源和农民财产的浪费,加剧了城乡经济和居民收入的差距,不利于城乡协调发展。随着农村社会保障体系的逐步完善,在发挥宅基地保障性功能的基础上,应该进一步发挥宅基地的经营性功能。在合理完善宅基地使用权流转制度的前提下,充分相信农民的"经济人理性",引入土地发展权的概念,理顺利益分配关系,建立宅基地使用权流转制度必将水到渠成。Since the reform and opening up,many farmers began to work in cities,employment options and source of income of farmers are showing a trend of diversification. Limit of the homestead transfers caused the waste of land resources and farmers＇ property,aggravated the urban and rural gap of economic and household income,not conducive to China＇s urbanization and new rural construction. With the gradual improvement of the social security system in rural areas,on the basis of working the homestead protection functions,we should further develop the homestead operating functions. In fully believe the farmers＇ “rational economic man”,improve the homestead transfer system,by introducing the concept of land development rights,rationalize the benefits distribution relationships,the homestead transfer system will come later.
