摘　　要：本文以企业技术创新为切入点,诊断企业家个性特征、技术创新本质特征和宏观创新环境对企业家技术创新的影响,分析政府行为在弥补市场激励企业家技术创新的缺陷、提供企业家获取创新利益的法律保障、营造化解企业家技术创新风险软环境等方面对企业家技术创新的正向作用,探讨政府支持企业构建创新型企业家培育、选拔和留用的综合性用人体系方面的行为取向,以期为企业家领导、协调、组织企业技术创新的实践提供良好的政府保障。Entrepreneurs are the subject of enterprise technology innovation. They play the role of decision maker and implemen- ter in organizations. The ability and power of the entrepreneurs technology innovation are restricted by their own char- acteristics and the economic and social factors both within and outside the enterprises, and then affect the enterprise technology innovation. Based on this, the paper first diagnoses the effect of entrepreneurff personality traits, the essential feature of technology innovation and the macroscopic innovation environment on enterprise technology innovation. Second, it analyzes the positive effects of government behaviors on remedying the defect of market incentives, providing legal protection for entrepreneurs innovation benefits and building a soft environment for mitigating entre preneur technology innovation risk. Then it discusses governmenfs behavior orientation of supporting enterprises culti vating innovative entrepreneurs, selecting and retaining the comprehensive employment mechanisms, and attempting to providing good government guarantees for entrepreneurs leading, coordinating and organizing the enterprise tech- nology innovation practice.
