摘 要:从信任文化的角度来看,当前高校内部学术权力与行政权力之间的矛盾与对立的根本原因在于高校管理体制的问题。其外部表现是高校与政府、社会的关系尚未理顺,内部表现是学术权力尚未超越行政权力取得在高校治理过程中的绝对主导地位。考察高校学术权力与行政权力的关系,从信任的价值看,两者具有共同的整体利益;从信任的传统看,两者具有共同的精神传承;从信任的追求看,两者具有共同的斗争困境。为此,需要在借鉴信任文化社会生成机制的基础上,完善制度保障和权力治理机制,优化学术评价和利益分配机制,建立信任教育和失信监督机制。From the perspective of trust culture, the fundamental reason of the conflicts between academic power and administration power in college lies in the problem of college management system, which is demonstrated in the chaotic relationship between college and government, and society; and in that academic power hasn't surpass administration power and acquire its absolute dominance in college regulation. Examining the relationship between academic power and administration power from the value of trust, they share the same overall interest; from the tradition of trust, they share the same spiritual heritage; and from the pursuit of trust, they share the same conflict dilemma. As a result, based on the social generation mechanism of trust culture, system guarantee and power regulation system should be optimized, academic evaluation and benefits distribution mechanism should be refined, and trust cultivation and supervision mechanism should be established.
