摘　　要：图书馆唯有通过质量文化建设,打造其特有服务模式,才能实现图书馆的可持续发展。图书馆质量文化建设可通过以下几个途径:树立用户至上的质量文化理念;鼓励全体图书馆员的共同参与;采用科学的质量管理方法;创新图书人民军队质量文化建设模式。Only through the quality and culture construction,creating its unique service model,library could achieve sustainable development.Construction of library quality and culture can apply the following methods：to build up the quality customer-oriented concept;to stimulate all library faculties＇ participation;to utilize scientific management methodology and to develop innovative model of People＇s Army quality and culture construction.
