高校图书馆参与地方公共文化服务体系构建研究

摘　　要：高校图书馆参与地方公共文化服务体系构建是服务文化强国战略的需要,它符合高校图书馆公益性原则,有利于促进地方公共文化服务体系构建和高校图书馆自身建设发展。一方面,政府要建立健全相关政策法规,形成"地方政府主导、高校图馆参与、文化行业指导、文化企业支持、面向公众服务"的合作联盟运行体制机制;另一方面高校图书馆要不断更新管理服务理念、创新服务运行管理制度,通过拓展服务领域内容、共建共享信息资源、构建特色馆藏体系、提升馆员服务能力、开展多种培训服务等途径有效参与地方公共文化服务体系构建,最终达到"不断完善地方公共文化服务体系、服务地方区域文化发展、满足人民日益增长的文化科技服务需求"的共同目的。The participation of university library in the construction of local public culture service system, which is in ac-cord with the university library principle of public service, is the need of serving China＆#39;s national goal of culture-superpower strate-gy.It helps to promote the construction of local public culture service system and the development of university library itself.On the one hand, the government should establish and improve the relevant policies and regulations, and set up the cooperation mechanism of “the local government leading, the university library participating, the culture industry guiding, the cultural enterprises supporting and services facing the public”.On the other hand, the university library should constantly update the management service concept, innovate the service operation management system and effectively participate in local public culture service system construction through ways such as “expanding service areas and content, jointly constructing and sharing information resources, building the characteristic library collection system, enhancing the level of library service ability and carrying out a wide range of training serv-ices, etc”.Ultimately we could achieve the common goal of“constantly improving local public culture service system, serving the development and prosperity of regional cultural, and meeting people＆#39;s growing needs of cultural, science and technology”.
