高等学校本科教学工作评估的发展与建言

摘　　要：教育评估是提高教育质量,保障学校健康发展的重要手段。我国高等院校本科教学工作水平评估经过20多年的发展,对促进高校转变教学思想、增加教学投入、规范教学管理、提高教学质量等方面发挥了不可忽视的作用。高等学校本科教学工作水平评估虽然取得了很大的成绩,但也存在着教育评估法制化建设滞后、评估理念需要更新等问题。建议充分发挥评估机构的作用,适当减少标准的刚性,重视诚信评价,加强教育评估制度化建设。Educational evaluation is one of important means for improving the quality of education and guaranteeing healthy development of all kinds of educational units. Evaluation of undergraduate teaching in Chinese colleges and universities played an essential role in the promotion of universities to change their teaching ideas, to increase teaching inputs, to standardize teaching management, and to improve the quality of teaching in the past 20 years. Evaluation of undergraduate teaching in Chinese colleges and universities has great achievements, but there are several issues that should be improved, for instance, institutional system of evaluation needs to be specified, and some evaluation ideas need to be updated. Several recommendations are proposed such as fully playing the role of evaluative agencies, appropriately reducing rigidity of standards, highly valuing integrity of colleges and universities to be evaluated, perfecting legal construction of educational evaluation.
