摘　　要：通过对基因治疗性研究的发展状况及现状分析研究,指出基因治疗存在的伦理问题:安全性问题,基因治疗与社会公正及基因治疗的合理性与必要性。并针对这些问题提出了以下解决措施:强化国家和政府理性调控的力度,建立健全安全监督机制,建立相关法律法规,约束基因治疗研究;提高基因治疗技术上的安全性研究;加强科学工作者的伦理责任意识,确保受试者的知情同意权、尊重人的自主性权利、遵守不伤害原则;以公正与公益的原则为出发点,尽可能避免商业因素的影响;强化对基因技术的社会约束。Based on the development of gene therapy research and the present situation analysis,this paper pointed out the ethical issues of gene therapy,that is,the safety,the rationality and necessity of developing gene therapy.And then put forward the following measures to solve these problems：strengthening the reason of the state and government regulation,establishing and improving the safety supervision mechanism,establishing relevant state laws and regulations,constraints on gene therapy research ; improving the safety of gene therapy technology research ; strengthening ethical responsibility consciousness of scientific workers,ensuring that the subjects＇ informed consent and respecting their autonomy rights,adhering to the principle of do no harm ; taking the principle of justice and public welfare as the starting point,avoid commercial factors as more as possible; strengthening the social constraints of gene technology.
