摘　　要：分析我国有轨电车发展现状及趋势,提出制约有轨电车发展的几个主要问题,包括缺乏发展约束条件,规划立项随意性大,车辆设备多头引进,法规、规范及标准缺失等,并提出解决上述问题的相关政策措施及建议。By analyzing the development status and trend of tramcar in China, the main problems that restrict the development of tramcar in China are presented. The main problems include：there is a lack of constraint conditions for development; projects are planned and initialized randomly; vehicles and equipment are imported from multi channels;and there is also a lack of standards and norms for development.Some methods and advice to solve the problems were put forward.
