摘　　要：从多个角度对国外、国内及吉林省盲人按摩行业状况进行系统的调查研究,提出转变盲人按摩师工作性质、脱离非正常就业的可行性措施,旨在从本质上改善盲人按摩师的工作状况、生活质量,提高整个中国社会残疾人保障体系的完善水平,为吉林省盲人按摩行业规范化管理提供有效方案。This paper makes a systematic investigation and study on the massage industry status of foreign countries, China and Jilin Province from many angles, and presents feasible measures for changing working nature of blind masseurs and making them get rid of improper employment, hoping to improve blind masseurs＆#39; working condition and living quality, as well as the level of the security system for the disabled in the whole China society from essence, which provides effective solutions to the standardized management for massage industry of the blind in Jilin Province.
