摘　　要：以人为本是科学发展观的核心,坚持以人为本是我党新时期提出的新要求.古今中外的管理思想都以以人为本为本源,而善治是以人为本理念的彰显,二者结合下的制度建设和完善是和谐社会实现的条件.People oriented is the core of the scientific development, and adhere to the people oriented is a new re- quirement of our party in the new period. At all times and in all countries are in the people - oriented management thought origin. And good governance is to highlight the people - oriented idea. The system construction and the per- fect combination of the two harmonious societies are to achieve environmental conditions.
