高校实施国家科技重大专项的管理实践——以清华大学新一代宽带无线移动通信网为例  

Management Practice of Colleges towards the National Science and Technology Major Project: Taking ‘The New Generation of Broadband Wireless Mobile Communication Networks' in Tsinghua University as an Example

摘　　要：本文阐述了高校在国家科技重大专项实施中的角色定位,分析了高校承担重大专项任务面临的突出难题。以"新一代宽带无线移动通信网"国家科技重大专项为例,结合清华大学在创新科研管理体制机制方面的实践,提出高校应当坚守知识创新的阵地,同时积极探索科研管理改革、以适应重大专项的新特征,促进建立稳定、可持续的产学研用协同创新格局。This article first states the position of colleges in implementing the National Science and Technology Major Project, and then discusses the key challenges for colleges to take on the task of the Major Project. Taking ＇ the new generation of broadband wireless mo- bile communication networks＇ as an example, based on the exploratory practice of Tsinghua University, this article argues that while holding a leading role in knowledge innovation, colleges should innovate the scientific research management, so as to adapt to features of National Science and Technology Major Project, and promote the establishment of a steady and sustainable structure of collaborative innovation among production, research, development and applications.
