用正当方式培育和满足合理需要——兼谈公民责任感的培养

摘　　要："用正当的方式满足合理需要"是带有普遍性的管理和对待人的正义原则,其判断标准在于是否有利于促进生命发展,体现了当代正义论对人的平等尊严的维护,也由此确立了每个人的道德责任与义务。其客体在本文主要指每个公民,主体可以是国家、社会机构(特别是学校)、官员、教师、家长以及所有公民。它要求:不压制合理需要;用理性和规范限制不合理需要;通过自身努力满足合理需要等方面。而从教育的角度来看,纠正不合理需要,培育和提升人的需要境界,培养满足需要的可行能力也是应有之意。在达成这一原则的过程中公民的责任感也得到了培养。Developing and Fulfilling Reasonable Needs with Right Ways is a general principle of justice for administrating and treating person. The criterion is preserving and developing life. This principle incarnates the equal dignity of human being,therefore corresponding responsibility too.The object here is citizen,the subject could be country,institutions（ especially schools）,officers,teachers,parents and all citizen. It demands： not constricting reasonable needs; restricting unreasonable needs by rationality and rules; fulfilling reasonable needs by endeavor. From the perspective of education,it is necessary to rectify unreasonable needs,to promote the level of needs,to develop viable capacity. In the process of managing this principle,the sense of responsibility of citizen is developed.
