摘 要:高校科技综合实力评价是提高高校科技管理能力的基础性策略。基于R&D资源清查数据及中国科技统计年鉴相关指标数据,借助于数据包络分析方法(DEA),对全国31个省市(自治区)高校科技综合实力进行分析和评价,并将江苏省与其他省份R&D资源投入产出效率进行比较,可以看出,江苏省高校科技综合实力提升面临诸多挑战,为此必须发挥政府引导作用,加快产学研合作,加快科技成果产业化,保证资源投入,统筹各项科技计划,强化过程管理,转变人才观念,注重知识资源管理和科技条件建设,培养创新文化环境,从而促进江苏高校科技工作的不断发展。A comprehensive evaluation of university sci-tech strength is a basic strategy to improve the management performance at university level.In the present study,the overall sci-tech strength of universities in China's 31 provinces or autonomous regions are analyzed and evaluated by means of data envelopment analysis(DEA),based on the R D resources inventory data and the related indicators data from China sci-tech statistic yearbooks.In addition,Jiangsu's RD input and output is compared with that of other provinces.The study shows that Jiangsu universities are faced with challenges in raising their overall sci-tech strength.For this,the government must play the guiding role,promote the cooperation between universities and institutes,quicken the commercialization of technological innovations,assure of resource input,have an overall plan for all sci-tech projects,stress process management,change the idea about talents,put a weight on knowledge resource management and sci-tech condition building and cultivate an environment for cultural innovation so as to safeguard the sci-tech progress of Jiangsu universities.
