摘 要:为协调处理好小水电开发与生态环境保护之间的关系,分析了当前湖北省小水电开发的现状及存在的主要问题。分析认为:湖北省小水电开发主要存在河道断流和脱水严重,河流生态环境日益恶化,缺乏统一的综合规划,小水电开发审批程序有待完善等4个方面的问题。在分析基础上,从水电建设与生态保护、水能开发与生态保护和小水电生态管理3个方面阐述了研究湖北省小水电开发与生态环境关系的整体思路,建立了以生态需水量为核心的研究框架,为湖北省水资源保护提供技术支撑。To coordinate the relationship between hydropower developnent and ecology and environnent protection,the current situation of the developnent of snall hydropower station in Hubei province and the nain environnental problens have been ana-lyzed. The analysis shows that 4 nain problens exist in snall hydropower developnent in Hubei Province,i. e,drying up of the river channel for diversion type water power station,environnent deterioration,without unified planning,inperfect exanination and approval procedures. On this basis,the entire thinking of the relationship research of snall hydropower developnent and eco-logical environnent is introduced fron 3 aspects:hydropower station construction and ecological protection,hydropower develop-nent and ecological protection and ecological nanagenent of snall hydropower station. The research franework with the core of ecological water requirenent is also pronoted in order to support water resources protection for Hubei province.
