摘　　要：文化保护是民族地区旅游业实现可持续发展的必然选择,为此应研究黑龙江省民族旅游地文化变迁的原因。这里首先论述了从产业组织视角研究民族旅游地文化变迁的可行性;其次,结合民族旅游业的特征,建立了SCP框架下的民族旅游地文化变迁分析模型,并以街津口赫哲族乡为例,进行了民族旅游产业组织的SCP实证分析;再次,基于SCP实证结果,分析了黑龙江省民族旅游地文化变迁的动因;最后,提出应从产业结构、产业组织和产业布局三个方面进行政策调整来引导民族旅游地文化变迁。Cultural protection is an inevitable choice for realizing sustainable development of tourism in minority concentrated area. The reasons for cultural transition of Heilongjiang Provincial ethnic tourism desti- nation should be explored. This paper first expounds the feasibility of researching the cultural transition of eth- nic tourism destination from the perspective of industrial organization, then by combining the characteristics of ethnic tourism, establishes the analysis model of the cultural transition of the ethnic tourism destination with the SCP frame, and further taking Jiejinkou Hezhe Town as an example, makes an SCP empirical analysis of the ethnic tourism industrial organization. And then, the causes for cultural transition of Heilongjiang provin- cial tourism destination is analyzed based on the SCP empirical analysis result. At last, this paper proposes to adjust policy from three aspects of industrial structure, industrial organization and industrial distribution, and thereby guide the cultural transition in the ethnic tourism destination.
