中外合作办学质量保障:制度与文化分析视角

摘　　要：我国已有的中外合作办学质量保障体系规范了基本的质量水准,但制度建构中存在的内在矛盾和全球化进程中的新自由主义思潮对质量标准的选择和控制制约了质量保障的实施效果。因此,中外合作办学质量保障在制度上应明确合作双方各自的任务和职责,在管理模式上应实现从管理向治理的转型并逐步完善质量保障手段,在文化上应不断丰富完善质量保障标准,通过国际交流与合作扩大中国教育的国际影响力和认可度。The quality assurance system of Sino-foreign cooperative education guarantee the basic standards of quality;but the inherent contradictions in the system,and the choice and control of quality standards under the new liberalism ideological trend in the progress of globalization have influenced the effect of quality assurance.Therefore,the quality assurance of Sino-foreign cooperative education should define the task and responsibility of both cooperators,transform from the management to the government on the management mode,and enrich the quality assurance measures.In the culture,it should improve the standard of quality assurance and expand the influence and recognition of China＇s Education through the international exchange and cooperation.
