论公安政策学的学科构建

摘　　要：构建公安政策学学科,是公安学学科丰富和发展的需要,是公安管理专业建设和发展的需要,是公安政策实践科学化的需要。公安政策学是以公安政策作为研究对象的科学。公安政策是指特定的政策主体制定的用于指导和规范公安工作的行动准则和行动方案的总和。它有多种表现形式,既有一般公共政策的共同属性,也有自己的特殊属性,如鲜明的政治性、突出的时效性、攸关的利益性和武力的强制性。公安政策学作为一门学科尚未建立,所以有关公安政策的理论成果十分鲜见,对公安政策实践的理论指导作用也十分有限,从而造成公安政策在实践上疲于应付的局面。构建公安政策学学科体系,可以从基础理论、过程理论和实证研究三大方面着手。Construction of public security policy discipline is the need to enrich and develop the discipline, to construct and develop the major of public security management, to make the practice of public security policy more scientific. Public security policy science is the science＇that studies public security policy. Public security policy is the sum of operative norms and formulae that the particular policy maker makes to guide and normalize public security work. Public security policy has multiple forms. It has both the common nature of the general public policy and the distinctive nature of its own, such as distinct political nature, outstanding time limit, interest and coercive force. Public security policy science has not been established as a discipline, so theoretical fruit concerning public security policy is rather rare, plays little role in guiding the practice of public security policy, resulting in the situation that the public security policies are hard to cope with the problems in practice. Construction of public security policy discipline system can proceed from the basic theory, the process theory and empirical research.
