国内外政府绩效合同研究主题与展望:一个文献综述

摘　　要：对国内外政府绩效合同研究主题进行初步综述,总体来说,其研究仍属于政府绩效管理的新兴领域。国内外在研究主题、阶段与方法上,呈现出分层特质,国外已基本确立研究体系;国内研究起步较晚,从公共管理"学术丛林"中勾勒政府绩效合同的价值与实践经验仍是主流视角。研究表明,政府绩效合同内涵明晰、影响因子理论与实证研究、通用型与专项型评估指标体系构建、基于公共管理分支理论探析政府绩效合同运行制度与价值塑造间关系等将成为政府绩效合同研究新的增长点。This paper systematically reviews the academic achievement in government performance contract. In general, the research is still in its exploration of construction period. The foreign and domestic research show layered features on themes, phases and methods. Foreign research has basically established the government performance con- tract research framework; domestic research started late, from public management ＂academic jungle＂ in hold per- formanee contract value and practical experience. It is suggested in the study that the future research of government performance contract should involve the government performance contract with clear connotation, influence factor theo- ry and empirical study, the construction of general and special assessment index system, the analysis of the relation- ship between the operation system of government operation system and value construction based on the theory of public management branch.
