我国东部、中部、西部学前教育成本分担现状分析与政策建议

摘　　要：基于1999-2011年《中国教育经费统计年鉴》数据，本研究对我国东部、中部、西部学前教育成本分担现状进行了数据分析，结果发现从横向区域看，政府成本分担呈东西高、中部凹的格局，家庭成本分担呈现中部高、西部低的局面，省际间成本分担差异显著；从纵向时间看，政府投入水平明显提升，成本分担结构有所优化。不少地方政府对学前教育投入不足，致使家庭分担较大份额的成本，违背了利益获得和能力支付原则。今后应确定适宜的成本分担比例，建立合理的成本分担机制，加大对中部地区财政扶植力度。This paper conducted a study on the present cost sharing of preschool education in Chinese eastern, central, and western regions using data from Chinese education finance statistical yearbook from 1999 to 2011. The study found that the sharing ratio of local governments was high in eastern and western regions, but low in central region; the sharing ratio of family was high in central region; significant difference existed between provinces. The article then mainly discussed the reasons and put up with suggestions to solve the problems.
