我国校车问题的伦理思考

摘　　要：当前,我国校车尤其是农村校车的交通安全问题日益凸显,成为家庭、社会关注的焦点。由于我国校车交通安全引发的问题牵涉利益相关各方,造成我国校车问题的特殊性。本文在分析我国校车运营管理现状和问题的基础上,指出了校车问题的根源归结于四个方面,即:相关管理部门仍较为缺乏校车安全意识、教育资源失衡造成通学交通需求增长、校车监管责任不明确、缺乏合理的校车运营体制。解决校车问题应遵守关怀原则、安全原则、公正原则和责任原则,以确保儿童权利和教育服务优化。Our school bus, especially in the rural areas school bus traffic safety problem becoming in- creasingly severe, has become the concern focus of family and society. Because in our country school bus traffic safety problems emerge endlessly, which gives rise to the particularity of school bus prob- lems in our country. This paper analyzes the present situation of our school bus operation management and the major existing problems. The problems of school bus result from four aspects： the administra- tive departments are short of safety awareness of school bus, traffic demand of going school is rising due to educational resources unbalanced, the regulatory responsibility of school bus is undefined, and the reasonable operating system is lacked. To solve the problems of school bus, we should abide by the principle of concern, safety principle, principle of justice and obligation principle, and take the chil- dren＇s rights and education services optimization into full consideration.
