基于PSR指标的区域人力资源竞争力现状问题研究——以阿坝、甘孜、凉山民族自治州为例

摘　　要：区域人力资源竞争力评价研究,是公共管理视野下一个动态的系统.其涉及政策环境、经济发展、社会生活等多个领域,直接决定了该区域在环境中对人力资源要素的配置、聚集的能力.基于PSR指标框架,以阿坝、甘孜、凉山民族自治州为主要研究对象,建立了涵盖20个具体指标的评价体系分析民族自治州与周边地区人力资源竞争力现状,以找出民族自治州人力资源竞争力存在的问题,为公共管理政策提出合理建议.Analysis and evaluation of the regional human resources competitiveness,is a dynamic system of the perspective of public management,which involves politics,society,economy and other fields.It directly determines the ability of allocating and gathering of the human resources of the region in the environment where it belongs to.This article,on the basis of PSR model,takes Aba,Ganzi and Liangshan autonomous prefectures as main research objects,constructs the regional human resources competitiveness evaluation system to analyze the current status and find out the problems of the ethnic autonomous prefectures,and puts forward reasonable suggestions for public management policy.
