农业生产经营组织食品安全管理机制——基于某葡萄合作社和企业的案例分析

摘　　要：分析了农业生产经营组织的内涵及控制食品安全的动力来源,以葡萄产业为例,选择农民专业合作社及农业企业这两种典型的农业生产经营组织,分析其内部食品安全管理机制。提出合作社应保证生产的组织化和生产过程的标准化,与科研机构合作并及时将先进技术传递给农户,建立稳定的销售渠道以保证农户的切身利益。为了提高合作社在食品安全控制方面发挥的作用,应加强政府对合作社的监督;农业企业基于管理集中的生产组织模式、技术精专的运作方式、同质的种植模式、信息充分沟通的产品市场分布,具备提供优质高端农产品的能力。This article discusses the connotation of agricuhural production and management organization and the driving force of con- trolling food safety, analyzes the internal food safety management mechanism of farmer cooperatives and agricultural cooperatives on the case of grape industry. This article presents that farmer cooperatives should ensure the organization and standardization of production, cooperate with science research institution and conduct the advanced technology to farmers, establish the firm selling channel to guarantee the benefit of farmers. Strengthen the supervision on farmer cooperatives in order to improve its effect on controlling food safety. According to close agricultural production and management mode, high level operation mode, homogeneous production mode, full information communication market distribution, agricultural cooperatives have the ability to supply high-quality agri-products.
