摘　　要：对循环经济的"3R"原则——"减量化、再利用、再循环"进行了理论分析研究,再将其理论应用到土地可持续利用发展当中,并探讨了两者之间的相互关系和相互借鉴。本文正是利用循环经济对土地可持续利用发展的导向作为指导依据,以盐城市为例,通过对盐城市的现状分析和整理得到的数据进行研究后,全面展开循环经济理念视角下的盐城市土地利用可持续发展的研究和评价。Land resources is not only the foundation of human survival and development, but also plays an important supporting and controlling role in social and economic development. Different patterns of land use will lead to a corresponding change in the economic development model. The current development of society based mainly on low - carbon economy and to the rational use of land resources based coordination state, then the introduction of circular economy and sustainable land use concepts. This paper provides a theoretical analysis on the ＂3R＂ principle of circular economy- ＂reduce, reuse, recycle＂, and then apply them to the development of sustainable land use, explored the relationship between the two and learn from each other. This article will starts with the guidance function of circular economy on the lands sustainable use. It takes Yancheng city as an example, through analysis of the current situation of Yancheng and research conducted by the resulting data processing, and shows how comprehensively and how evaluated there has been an increase in the study of sustainable land use based on the concept of circular economy in Yancheng city.
