摘  要:随着我国惩防腐败体系建设的深入推进,教育系统廉政文化建设的重要性日益突显。基于全国范围3500多份调查问卷结果发现,当前教育廉政文化建设仍存在不少困惑,严重影响建设成效,究其根源,关键在于对教育系统廉政文化建设使命这一根本问题的模糊认识。本文提出,教育系统廉政文化建设具有"防腐"与"育人"双重使命,其中,教育文化"防腐"相比其他系统,具有腐败危害的复杂性、防腐对象的多样性、防腐参与的公众性等特点;教育文化"育人",则是教育廉政文化建设更为独特且难以替代的使命所在,应通过树立目标框架、制定培育策略、催化内生活力、完善考评监测等方式进一步增强。With the deepening of the construction of corruption prevention system in China, the im- portance of incorrupt administration cultural construction for education system is increasingly high- lighted. But there are still a lot of confusion during its process, which is seriously affecting its re- suhs. Investigating the root cause, we can find that the key lies in the fuzzy understanding of the mission of incorrupt administration cultural construction, which is a fundamental problem. This pa- per argues that the incorrupt administration cultural construction for education system has dual mis- sion: Corrosion Prevention and Education. Among them, the "cultural corrosion prevention" is the general mission. But compared to other systems, educational incorrupt administration cultural corro- sion and corruption prevention has unique cultural characteristics : the complexity of corruption haz- ards, the diversity of corruption objects, the publicity of participation in corruption prevention, etc. "Cultural education" is the more unique and irreplaceable independent' s mission of incorrupt cul- ture construction for education system. It should be further enhanced by the methods of setting goal framework ,developing cultivation strategies, stimulating endogenous vitality and improving monito- ring evaluation, etc.
