国外现代大学制度及其监督机制的比较与启示

摘　　要：建立与完善现代大学制度及其监督机制是现代大学治理的重要趋势和重点"问题域"。高等教育事业较为发达的西方国家在创建现代大学制度及其监督机制方面积累了丰富的经验,出现了诸如德国的教授治校模式、英国的经费自主模式、美国的完整自主模式和日本的高度集权模式四种典型治理模式,与之相适应的也出现了各种类型的大学治理监督机制。比较中外现代大学制度与监督机制的异同点,深入探讨现代大学制度监督机制的发展趋势,为构建更加完善的我国现代大学制度及其监督机制提供有益的启示。he establishment and optimization of the modern university system and its supervision mechanism is the importance tendency and key problem domain. Some western countries with more advanced higher education career that are rich in the experience of establishing modern university sys- tem and supervision mechanism are divided into four typical managing modes： the mode of professor managing universities in Germany, financial independence in Britain, complete independence in Ameri- ca and high centralization in Japan, meanwhile, different types of supervision mechanism appear ac- cordingly to meet the modes. The comparison on the difference and similarity of the modern university system and supervision mechanism at home and abroad, and the discussion on the trend of the devel- opment of the supervision mechanism could provide helpful references for the construction of a more perfect modern university system with Chinese characteristics supervision system.
