摘　　要：在生产力发展水平相对稳定的前提下,政府行为对社会环境有极大的影响。过去十年,中国城镇住房问题恶化的根源在于愈演愈烈的劣质土地财政。劣质土地财政违背了市场经济对政府的规范要求,对社会环境的影响是非常负面的,政府却极力加以掩盖。劣质土地财政恶化了社会环境,迫使社会公众下调道德标准,形成所谓的"道德滑坡"。社会弱势群体是中国道德滑坡的最大受害者。遏制劣质土地财政,切实履行住房保障职能,是中国政府建设小康社会、实现中国梦的重要前提。Government behavior greatly influences social circumstances while productivity is relatively steady. In the past ten years the worsening of urban housing system came from an inferior land finance, which violates the requirements market economy presents to the government and deteriorates social circumstances, but the government denies it strongly. Finally people have to abate moral standard, which becomes a main cause of moral landslide. Moral landslide makes weak group the biggest victims. There fore suppressing land finance and implementing housing security system is the important premise of constructing affluent society and realizing China Dream.
