俄罗斯私立高等教育质量管理的特点与问题研究

摘　　要：俄罗斯私立高等教育质量管理由国家教育科学部和各种社会机构负责完成,其质量管理呈现出统一与多样化相结合的特征。统一是指教育科学部按照统一的评估标准,完成对全俄罗斯各级各类公立和私立高校的办学许可、国家鉴定和教育质量监控;多样化是指教育科学部和各种社会机构使用不同于公立大学的多样化标准制定私立大学排行榜。这既有助于私立高等教育在更高办学标准下提升教育质量,也有助于推动私立高等教育按照自身特点走多样化发展道路,从而满足国家、社会经济发展的多元化需求。我国民办高等教育与俄罗斯私立高等教育的发展历程和体制有着很大的相似性,了解俄罗斯私立高等教育质量管理的特点与问题,对我国民办高等教育的发展有启示意义。Quality Management of Russia＇s private higher education is the responsibility of the Ministry of Education and Science,and a variety of social institutions,and its quality management exhibits a combined characteristics of unity and diversity. Unity means that uniform evaluation standard,national identification and monitoring of the quality of education activities are used by the Ministry of Education and Science to conduct educational license to the public and private universities,whereas diversity refers to the use of different standard-setting for ranking private universities. This not only helps to improve the quality of private higher education,but also promotes private higher education according to their own logic to diversify the path of development to meet the diverse needs of the country,and the social and economic development. The development process and institutional system of private higher education in China and Russia have great similarities and understanding the characteristics and problems of private higher education quality management in Russian can significantly enlighten its development in China.
