浙江省高职教育生均经费的公平性考查

摘　　要：办学经费是高职教育可持续发展的重要基础,浙江省高职院校人才培养工作状态数据分析报告每年均就此进行分析,但仅限于收支情况的列举式表述,没有用某一数量化的公认指标进行评价。本文应用基尼系数(Gini coefficient),分析浙江省44所高职院校的经费投入情况。结果表明,公办院校与民办院校间在经费投入上存在明显的不公平性。因此,有必要重新审视政府高职教育的投入机制,改善资源配置上的均衡性,为推动公办与民办高职教育共同发展提供基础性保障。Education fund is an important basis for sustainable development of higher vocational education. The report of working state of cultivation of talents in Higher Vocational Colleges in Zhejiang Province analyzed this factor annually but only listed balance of payments situation, not evaluated with a recognized quantized indicators. In this paper, education investment funds of 44 Higher Vocational Colleges in Zhejiang province were analyzed with Gini coefficient. There were obvious tmfaimess in financial investment between public universities and private colleges. Therefore, it is necessary to review the government investment mechanism of higher vocational education and improve the equilibrium of resources allocation to provide the basic guarantee for promoting the common development of public and private higher vocational education.
