摘　　要：随着国家电网公司"三集五大"管理体制的不断改革和深化,对物资集约化的要求也越来越高,加强和完善物资采购预控管理,对提高物资计划管理水平,保障物资供应起着非常重要的作用。通过对常用物资的付款比例进行研究,建立电网建设项目物资预控管理模型,并确定新建项目和续建项目的预控申请及调整方法,为物资预控提供科学合理的管理方法,最大限度地满足项目建设的需求,合理安排其预算支出,有效避免成本消耗中存在的浪费及资金不能及时、准确到位等问题。As the state grid corporation of management system reform and deepen ceaselessly,more and more is also high to the requirement of material factory, strengthen and improve the material purchasing control counter management and to improve the level of material planning management guarantee supplies plays a very important role.Through the research of payment proportion of common material supplies pre-control power grid construction projects management model is established,and determined the new projects and continuous control counter application and adjustment method of the project,to provide scientific and reasonable management method for supplies pre-control＇, maximize meet the needs of project construction, reasonable arrangement of the budgetary expenditures, effectively avoid the waste of existing in the cost of consumption and capital can＇t arrive in a timely, accurate, etc.
