摘　　要：该研究提出了一种基于公理模糊集理论与主成分分析的建立评价体系的方法.使用模糊概念代替对指标的具体打分;利用公理模糊集理论量化模糊概念;改进主成分分析法并用于选择主要的评价指标及其权重的确定.提出的评价体系构建方法有效消除了特尔斐法和平衡记分卡法主观因素多、定量数据少、多依赖专家背景知识等缺陷.最后依据四川省3市公共体育场馆调查资料构建了公共体育场馆运营绩效评价体系.The establishment of operation performance evaluation system of the public gyms and stadiums can promote their operation smoothly. The studies on the evaluation system encountered in the literatures can be cate- gorized into two： Delphi model and Careersmart Balanced Score Card. There are some obvious drawbacks of the mentioned methods such as the lack of objectivity and quantitative data. In this paper, a new method based on AFS and PCA was proposed to overcome the drawbacks from Delphi model and Careersmart Balanced Score Card. Instead of grading indicators, the AFS theory dimes the indicators and gives the membership degrees of the fuzzy concepts; then, an improved PCA was employed to process the quantitative data. The operating performance eval- uation system of the public gyms and stadiums was put forward according to the data from 3 cities of Sichuan Prov- ince with the proposed method.
