摘 要:随着人类社会和经济的飞速发展,各类药品安全性突发事件频繁发生,原有突发事件应急决策中存在信息不畅、决策滞后等问题,难以适应新环境下快速、高效应急决策的要求。因此本文从情报学角度探讨药品安全性突发事件应急决策问题,在大数据环境下,借助各类情报技术,以药品安全性突发事件情报为主线,以药品安全性突发事件情报分析为中心,从组织机构、业务流程和信息流程三个层次系统角度全方位分析药品安全性突发事件处理全过程,构建药品安全性突发事件情报分析总体框架、业务流程框架和信息流程框架,为药品安全性突发事件应急决策的快速响应提供信息支撑。With the rapid development of society and economy, various emergencies occur frequently on population, environment and en-ergy. The emergency decision-making in the previous period involved many problems such as poor information, decision delay and so on, which makes it difficult to adapt to the requirements of efficient emergency decision-making in the new environment. The current emer-gency decision-making problem was researched and used in terms of information science in this article. Under the big data environment and various information technologies, taking the drug safety emergency events as an example, the emergency information was regarded as the main line, the emergency information analysis as the center, and based on three levels of organization, business process and informa-tion process, the article made an all-round analysis on the acquisition, processing, organization and analysis process of emergency infor-mation;a general framework made up of a business process framework and an information flow framework for emergency information anal-ysis was constructed, which provides information support for rapid response to emergencies decision-making.
