摘　　要：基于绿色炼厂是国家绿色经济理念在炼厂微观上的体现,从循环经济和清洁化生产两大理论基础出发,详细阐述了绿色炼厂的内涵是"效率、和谐和持续"的统一。在此基础上,结合炼油厂的特点,根据指标的可度量性和数据的可测量性原则,筛选出能够科学和系统反映炼厂循环经济和清洁生产要求的一系列评价因子,并依据生态工业学和系统工程学的方法,提出和构建了以"经济、环境和社会"为基准的三维度绿色炼厂标准评价模型。为了更加清晰、直观分析和评价炼油厂绿色发展程度,建立了绿色炼厂矩阵图,用于比较不同炼厂与绿色炼厂的匹配度。应用该评价模型对3个不同类型的炼油厂进行了研究,结果表明,该模型能够准确反映炼油厂的实际绿色化程度,为其建设绿色炼厂指明了改进方向。Derived from the concept of national green economy,a green refinery is defined with the connotation of integration of efficiency,harmony and sustainability.On the basis of the principles of circular economy and clean production and according to the characteristics of refinery,a group of evaluation indicators is selected,which are scalable and measurable.Adopting the methods of eco-industry and system engineering,an evaluation model of green refinery with three degrees is then presented to reflect the improvement of a refinery in economic profit,environment impact and community interest,respectively.A rectangular diagram is proposed to apparently show whether or not a refinery is located in the area of green refinery expressed by the evaluation model.Finally,the proposed evaluation method is applied to analyze and valuate 3 different refineries.The result shows that the model can better reflect the degree of a refinery to meet the standards of green refinery,which also can be used to guide the direction of improvement for those out of the area of green refinery.
