摘　　要：我国关于"一案三制"的基础建设工作已完成。然而,由于我国应急管理实践比较落后,应急管理评估机制建设无论从理论还是实践都较为不足。本文通过研究地方政府应对城市自然灾害应急管理绩效评估机制,概述城市自然灾害应急管理绩效评估机制相关的概念及其意义,深入探析地方政府应对城市自然灾害绩效评估机制存在的主要问题,并提出完善地方政府应对城市自然灾害应急管理绩效评估机制的建议。The infrastructure work of emergency plan and emergency management institutions, mechanisms and legal system＂ has already done. However, as emergency management practice still lags behind in our country, the evaluation mechanism construction of emergency management is relatively not enough both in theory and practice. The aim of this paper is to research on emergency management performance evaluation mechanism of local government response to the city natural disaster. Firstly, related concept and its significance will be described. Then, the primary problems existed in emergency management performance evaluation mechanism of local government response to the city natural disaster would be analyzed. Finally, the suggestions from six aspects to improve the emergency management performance evaluation mechanism of local government response to the city natural disaster would be put forward.
