摘　　要：随着科研项目经费管理要求的不断提高以及国库集中支付的实施,传统的项目管理和经费管理模式存在诸多体制机制上的障碍,必须切实有效地加以改进。本研究分析了当前科研项目经费财务管理中存在的问题,从加强科研项目经费财务管理和服务创新的角度,提出了科研经费规范管理和财务人员有效服务的对策建议,以期进一步提升科研项目经费财务管理服务水平,提高科研经费使用效益。With the increasing requirements of scientific research project funds management and the implementation of the national treasury centralized payment,traditional project management and budget management mode is facing challenges in system and mechanism.To improve the financial management and servive of scientific research funds so as to increase the efficiency of fund use,some suggestions and countermeasures tackling the issues existing in funds management were presented from the perspective of strengthening the innovation of financial management and service of scientific research funds.
